Comments of Dr Vijay Rai secretary DADWA

One of my specialist friend met me in Delhi Secretariat and asked me "why is DADWA against acceptance of CHS Rules for Delhi Health Service?"  After I replied, it struck me that this question must be present in the minds of several friends; so I decided to put the answer here.

DADWA favours implementation of CHS Rules but the Govt. does not wish to look beyond the CHS Rules 1996. Did CHS not exist before this? Can we not see that the 1996 amends are dividing us? If yes then we have to see what is good for most of the doctors today and tomorrow.

In all other group 'A' services, every officer enters in one seniority queue. Specialization within the service changes the job functions only and not his seniority as compared to others. But if an officer changes the service, say from IPS to IAS, he looses his seniority and become junior-most in the new service.

Central Health Service has become the only group a service where the sub-cadres are behaving like different services. If a doctor moves from GDMO to non-teaching specialist sub-cadre or from non-teaching to teaching sub-cadre, he/she becomes junior most in the new sub-cadre. I believe this is an unfair system perpetrated on CHS doctors AFTER formation of CHS. All such officers feel cheated but gradually accept it with rising age. Today most of them want the error to stay because "they have suffered in the past".

At a time when a new service (DHS) is being made, we should we try to get the best of CHS and also rectify the errors of the past. How long can seniors perpetuate their sufferings on juniors? Hundreds of our seniors retired without the benefits of promotions and extension of retirement age. Should they have protested when we were getting these benefits just because they did not get it?

I asked my specialist friend one last question; "if your promotions and service is not affected and if a few of your seniors in college becomes senior due to change in rules would you mind and why? Committee framing rules for DHS met on 7-9-07 at 4:30 PM under the chairmanship of Spl. Secretary (H&FW). DADWA lodged strong protest to the chair as it had received only a telephonic message a day earlier and the revised draft as discussed in the last meeting was not provided. DADWA maintains that the GNCTD has taken a positive step to rectify continuance of doctors on contract/ad-hoc basis and it is open to all such suggestions to have a model DHS. DADWA is there in the committee for this reason and it is against any attempt to divide the doctors any further. The committee members had no answer to the question of DADWA "If DHS is one cadre why is not proposed to have one seniority queue?"

A day earlier DADWA had met the Principal Secretary (H&FW) and briefed him of the problems of the majority of doctors in their working environment due to divisions and their inability to work as a team. It was emphasized that each doctor whether from CHS or on contract/ad-hoc was performing an important function and there has to be something common between them by virtue of being a part of one cadre if they join DHS. The narrow approach of the committee was also apprised to him. He gave ample time and raised a number of queries. He assured DADWA to keep the inputs in mind while taking a final view. He agreed to the suggestion of DADWA that option should be sought once the rules are finalized and notified.

A meeting of the steering committee would be convened next Saturday 15-9-07. All members may kindly give their suggestions on the subject to them. Shortly all of you would be requested to sign a memorandum that would be submitted to Hon'ble CM of Delhi. Contact the steering committee of your institution

DADWA meeting with the committee for formation of DHS on 17-8-07

DADWA attended the meeting of the committee constituted by GNCTD for formation of DHS on 17-8-07 at 10:30 AM.

It was chaired by the Special Secretary (H&FW).

The draft rules for DHS as circulated along with the meeting notice were discussed.

(This draft was discussed in the steering committee of DADWA held on 16-8-07 at IMA Hall at 4 PM which formed the basis of the views expressed in the meeting by the team of DADWA viz. the Secretary, the President and the Chairman of Steering Committee.)

The committee went into the draft para by para and discussed all contentious issues.

The leave/deputation/training reserve is agreed to be increased to 10% sub-cadre wise, contractual appointees in Delhi would be regularized as per GOI guidelines and in consultation with UPSC. 

DADWA however opposed grant of seniority from retrospect.

The HAG posts were conspicuous by their absence in the DHS draft rules.

 It was decided to incorporate these posts as in CHS.

The Schedule II containing the cadre posts of DHS was not discussed as it was not ready. This would come up later for discussion.

GOI nominee insisted that the option should be exercised by 1st week of Sept.

 DADWA and Specialist Association opposed it stating that the rules are to be notified first.

DADWA pointed out that minutes of meeting held on 1-3-07 in chamber of HM were the reference points and should be adhered.

The chair agreed.

New Delhi: The cabinet on Monday gave principle approval to the recommendations
of the Union health and family welfare ministry in the matter of constitution of the Delhi
health services, a separate cadre of doctors for the city.
    As per the recommendation, initially, the services would have the option of appointing
 doctors who have sought transfer from the CGHS cadre and also absorption of doctors
appointed by the Delhi government. The government has 1,174 sanctioned posts of
general duty medical officers, 410 non-teaching specialists, 349 teaching specialists
and 4 public health specialists.
    Delhi Chief Minister, Sheila Dikshit said: ''The DHS will mean that we will have
disciplinary authority over doctors who work for us.''

VIEWS OF DADWA ON RULES FOR DELHI HEALTH SERVICE: AS SUBMITTED TO SPL. SECRETARY (H&FW) GNCTD ON 16-7-07

 

As a follow up of the meeting taken by Pr. Secretary (H&FW) on 28-6-07 DADWA submitted its suggestions after highlighting present problems of CHS These views and suggestions were outcome of recommendations of a committee of officers from both GDMO and non-teaching specialist sub-cadre of CHS. VIEWS OF DADWA:

Background :

The Central Health Service or 'CHS' was created about four decades back to provide a cadre of medical professionals to its constituent organizations. The Four sub-cadres of CHS came into existence in 1982. Exodus of a large number of senior doctors in teaching hospitals due to very low career growth opportunities was the trigger. Instead of creating more posts at higher level across the board, the MOHFW created sub-cadre wise SAG posts. The poor promotional avenues and unfair management of cadre led to a strike by CHS doctors in 1987. This drew attention at the highest level and amends came in form of time bound in-situ promotions and recommendations by Tikku committee that led to some amends in CHS Rules.

Later, multiple seniority queues have come up within the CHS and within its specialist sub-cadres with differential benefits.  There are reportedly as many as 60 seniority queues within CHS. There are different ages of retirement, different movement and career growth in different sub-cadres.

CHS Rules do not facilitate smooth movement from one sub-cadre to another, even if the officer concerned is carrying out same or similar job. Such movement is vacancy driven the officer looses seniority when he moves from GDMO sub-cadre to specialist sub-cadre or from non-teaching to teaching specialist sub-cadre.

DADWA supports the vision of GNCTD as contained in the notification dated 18-12-2006 and minutes of the meeting taken by Hon'ble HM GNCTD on 1-3-07. But the notified view of GNCTD that "Delhi Health Service would be more or less similar to CHS" warrants a clear interpretation, analysis of present situation and a study of impact of merger of regular UPSC appointed officers and those appointed on contractual/ad-hoc basis.

    'A' SERVICE:

a. Delhi Health Service should be recognized as a technical GROUP 'A' service incorporating an arrangement wherein both graduate and post-graduate doctors coexist and work together like a cohesive team to achieve the desired objectives.

 

 

b. While sub-cadres are necessary to meet the functional needs of the service; instead of present four sub-cadres, only two sub-cadres should suffice, viz. 

 

i. The stream of graduate doctors in essence is technical officer who can be called as Comprehensive Health Providers & Managers instead of GDMO's. They work as comprehensive health providers, leaders of the health team and managers of health delivery system. They work in diverse and trying situations, in various public health programs at peripheral level in dispensaries and hospitals and acquire skills of health management. ii. Stream of Post Graduate doctors with requisite post PG experience and skills should be called Specialist Health Providers in their respective disciplines (All medical, surgical and public health specialties). DADWA does not see need for a separate teaching sub-cadre as officers of this stream if eligible and desirous can take teaching assignments. c. The DHS Cadre like any other cadre should have a common seniority queue at entry level where the two streams meet first viz. SMO/ Jr. Specialist grade. Thereafter officers based on needs of the service and suitability can move from one sub-cadre to other without any loss of seniority. At present there are innumerable examples where officers of one sub-cadre loose several years of their seniority while moving horizontally one sub-cadre to another in the same scale because post-PG experience and teaching experience in one sub-cadre is not counted. The last example of a GDMO sub-cadre officer joining teaching sub-cadre of CHS as Assistant Professor was in mid-nineties. d. There are no reserves for leave and deputation in CHS. Training reserve is inadequate (5%) and present only in GDMO sub-cadre.

 

e. Cadre management is poor and not according to best practices of HRD

 

3. Summary of recommendations of DADWA

 

3.1 DHS should provide excellent career growth opportunities at par or better than CHS to ensure entry of one of the best doctors in the country.

 

3.5 There should be reservation in Delhi / IP University / DNB for PG degree/diploma seats for deserving members of DHS. Similarly, there should be reserved seats for Senior Residency and Super-specialization (DM and MCH) for Officers of PG stream/specialist stream of DHS.

 

3.6 DHS should facilitate movement from one sub-cadre to other if the officers are eligible and deserving for that post and to teaching assignments and vice-versa. Such a mix and horizontal movement would help members of the DHS cadre to grow, bring homogeneity and the cadre would be able to address to its needs internally besides preventing compartmentalization of the service. All such officers who grow within DHS would be assets for the GNCTD in the long term.

 

3.7 For meeting the functional needs of DHS, only two instead of 4 sub-cadres should suffice. This would bring more homogeneity in the cadre.

 

1. Comprehensive Health Physicians / Health managers and

2. Specialists of the various disciplines of medicine/surgery/public health.

 

3.8 Posts of Heads of hospitals and other health institutions should be identified as cadre posts with requisite R/R's depending on the size, function and complexity of the institution. The present practice of posting SAG Officers solely on basis of seniority irrespective of past experience in health administration should be stopped. The justification and impact of recent transfer/postings of 31 such SAG officers of various sub-cadres of CHS as heads of hospitals in Jan/Feb. 2007 may be studied and policy reviewed.

 

3.9 The existing models of Army and Indian Railways are worth examining by the committee before they adopt CHS rules mutatis mutandis.

Principal Secretary (H&FW) holds meeting on Delhi Health Service on 28-6-07

DADWA was represented by its Secretary. It also pointed out that the last meeting of the committee on DHS on 6-6-07 was inconclusive as the then Spl. Secretary (H) had sought complete secrecy while discussing the contents of the cabinet note on formation of DHS. The associations did not accept the secrecy condition.

Multiple seniority queues in CHS and consequent problems of seniority among the members were highlighted. DADWA emphasized that the importance of a common seniority queue in several other organized services to sort out the issues of transfers, promotions and seniority etc.

The Chair asked both the associations of doctors present in the meeting to submit their views on those Rules of CHS that need amendments.

The first meeting of the committee constituted by GNCTD about Delhi Health Service was held on Wednesday 6-6-07 at 11:30 AM under chairmanship of the Spl. Secretary (H) Mr. K.S. Wahi. The meeting was attended by nominee of MOHFW, Service Dept. of GNCTD, DS (H) and members of DADWA, CHS non-teaching Specialists' Association and of the teaching faculty of MAMC.

The Chair insisted that only one member per association should attend as some secret documents were to be discussed. DADWA requested him not to do so as its representative assisted by 3 observers was obliged to inform all the members about the developments. After initial resistance the chair relented after DADWA gave a written representation.

The Chair felt that the Delhi Govt. wanted DHS to be a model cadre with some improvements over the CHS Model. It was decided that the members would go through the CHS Rules in detail so that the issue can be taken up in the right earnest.

New Delhi: Apprehensive government doctors have thrown a spanner in the works of the proposed Delhi Health Services (DHS) cadre. With the last date of ''opting'' for either the DHS or the central health service to which the doctors currently belong, which was to get over on May 15, only ''a handful'' of the 4,000-odd government doctors have submitted their options. The health department which cannot move ahead with the formation of the cadre without these options, has now been forced to extend the deadline by another two months and is all set for fresh rounds of talks to convince the doctors.
    The DHS cadre, one of the long-standing proposals of the department, is being started to put an end to perpetual manpower woes. The hospitals currently draw manpower from the CHS, thus necessitating the incumbents to specify which cadre they want to belong to. Confusion about what rules and pay scales DHS would follow had caused the apprehension among doctors about promotion avenues and other facilities in DHS.
    Principal Secretary (health) D S Negi said: ''a meeting with Union health ministry decided that DHS will follow all CHS rules and pay scales. We received the letter only a few days ago. But since the deadline was to get over on May 15, we extended it by two months and will need to talk to them afresh.''
    Even after doctors give the options, the department has to do the cadre allotment in consultation with the Union Public Service Commission, he added. Of the 2,500-odd sanctioned posts of general duty medical officers in Delhi government, about 400 are currently vacant. Of the 1,000-odd specialists' posts, 52 are vacant. But the real problem with the DHS plan is the 700-odd ad hoc appointees who are not encadred.

G.B.M. of DADWA (12-5-07)

  • The G.B.M. of DADWA held on SATURDAY 12-5-07 at IMA HALL discussed the issues related to DHS, role of DADWA as a member of the committee. It was informed that the Pr. Secretary (H) has issued instructions that the last date of option by CHS officers would be extended. The GBM decided to give option only after the service conditions are notified by the Govt.
  • A joint team of DADWA with 12 members met at DDUH on 11-5-07 and discussed in detail the possible improvements in cadre-structure model of DHS. It resolved that no member of CHS in Delhi should be loose any benefit that he is getting today.

MINUTES OF THE MEETING TAKEN BY SH. NARESH DAYAL, SECRETARY (H&FW WITH THE PARTICIPATING UNITS OF CHS REGARDING CADRE REVIEW OF CHS.
A meeting was convened at 10.30 A.M on 12.3.2007 under the chairmanship of Sh. Naresh Dayal, Secretary (H&FW) with the Participating Units of Central Health Service in Room No 249 'A', Nirman Bhawan, New Delhi to discuss the issues relating to cadre review of CHS. List of participants is enclosed at Annexure-I..
Secretary (H&FW) expressed concern that the information for framing a proposal for cadre review had not come from many of the participating units of CHS. He informed that the major review of CHS took place in 1991 based on the report of Tikku Committee and subsequently a part cadre review was undertaken in 2005 on the basis of recommendations of Hariharan Committee. He also mentiord that recently a Committee headed by Sh. Javed Chowdhury, former Health Secretary had gone into the working of CHS and pointed out the need for restructuring of service.
DGHS underlined the importance of Cadre Review and urged all delegates to make earnest efforts to complete the information in the prescribed format after a deep assessment of growth in next 5 years.
After a lengthy discussion, the following decisions were taken: 1
The participants Units will submit requisite proposals with proper justification in one month's time to Ministry.
2. The Ministry will firm up the proposal of Cadre Review in additional one month for submitting to the
6th Central Pay Commission.

3. DGHS/Addl. DGHS will monitor the progress of the participating units with regard to submission of the detailed proposal with the justification within prescribed time of one month.
4. The officers of the CHS Division will be available to the participating units in Delhi for any kind of help whenever they discuss a cadre review proposal among their staff before finally sending their proposal.
The meeting ended with a vote of thanks to the Chair.

Frequently Asked Question about Delhi Health Service
Ques 1: Whether the Govt of National Capital Territory of Delhi has formed its own cadre?
Answer: Yes. The GNCT Delhi has decided to form its own cadre of doctors namely 'Delhi Health Service'.
Ques. 2: What shall be the constitution of Delhi Health Service (DHS)?
Answer: Initially, DHS will comprise of doctors appointed by GNCT, Delhi on contract basis and the doctors of Non-Teaching and GDMO sub-cadre of Central Health Service posted with GNCT, Delhi who have opted for DHS.
Ques 3: Whether the doctors of Teaching Sub-cadre of CHS posted with GNCT,Delhi would also be a part of DHS?
Answer: At present, the doctors belonging to Non-Teaching and GDMO sub-cadre of CHS who have opted for DHS would be joining DHS. Separation of Teaching Specialists sub-cadre will be considered at a later stage.
Ques 4: Whether the Govt of India has granted permission to GNCT,Delhi to form its own cadre 'DHS' with the doctors of CHS?
Answer: Yes. The Govt of India has conveyed its No Objection to the formation of 'Delhi Health Service' by GNCT, Delhi, initially with the doctors belonging to Non-Teaching and GDMO sub-cadre of CHS and posted with GNCT, Delhi.
Ques 5: Whether the Govt of India has granted permission to GNCT,Delhi to seek option form doctors of CHS?
Answer: Yes. The Govt of India has approved the draft advertisement to be issued by GNCT, Delhi for seeking options from CHS doctors posted with GNCT,Delhi.
Ques 6: What is the normal procedure of seeking option in case of formation of new cadre from existing cadre (CHS in this case)?
Answer: Normal procedure followed in case of formation of new cadre from existing cadre is to seek options from the incumbents holding postings in the proposed cadre. The same procedure is being followed in the case of formation of DHS out of CHS.
Ques 7: What shall be the Terms and Conditions of new Service?
Answer: Govt of NCT,Delhi has already mentioned in the Advertisement issued by them on 2.2.2007 for seeking option that the terms and conditions of the new service shall be similar to that of any other Group 'A' Service of GNCT,Delhi. However, the GNCT, Delhi has clarified that broadly speaking the terms and conditions of service for the members of the new Group 'A' service shall be similar to those of CHS doctors of Govt of India..
Ques 8: Whether RRs and cadre structure in DHS will be same as that of CHS?
Answer: The GNCT, Delhi has clarified that broadly speaking the terms and conditions of service for the members of the new Group 'A' service shall be similar to those of CHS of Govt of India.
Ques 9: Can an officer of CHS who opted for DHS, retain lien in CHS?
Answer: No.
Ques 10: Can a CHS officer who has opted to remain in CHS, be posted outside Delhi?
Answer: It has already been clarified in the advertisement issued by GNCT Delhi on 2.2.2007 for seeking options that doctors reverting to CHS from GNCT,Delhi are liable to be posted anywhere in India.
Quest 11: Where are vacancies available in CHS?
Answer: The details of vacancies in various sub-cadres of CHS are available on this Ministry's website (http//mohfw.nic/chs.html).
Ques 12: Whether the age of superannuation of Specialist doctors of CHS i.e 62 years, will remain the same in case of a CHS officer opted for DHS?
Answer: The age of superannuation has been enhanced by Central Govt in respect of doctors belonging to Specialists sub-cadre of CHS only. Once a doctor joins DHS, his service will be regulated by the Service Rules of DHS to be framed by GNCT, Delhi and RRs to be notified by GNCT,Delhi, in consultation with UPSC. So it cannot be said that the GNCT would adopt the age of superannuation as available in CHS, for DHS doctors. Ques 13: Whether the CHS doctors opting for DHS will be eligible for same post retirement benefits as in case of CHS?
Answer: Once a doctor joins DHS, his service including retirement benefits will be regulated by the Service Rules of DHS to be framed by GNCT, Delhi. So it cannot be said that the GNCT would adopt the same Rules as applicable to Central Govt employees. However, the GNCT, Delhi has clarified that broadly speaking the terms and conditions of service for the members of the new Group 'A' service shall be similar to those of CHS doctors of Govt of India.
Ques 14: Whether there will any change in Pay scale, NPA & promotional avenues on joining DHS?
Answer: Please see reply of Question-12.
Ques 15: Whether any Anomalies committee will be set up to settle the aberrations in future arising out of the constitution of Delhi Health Service?
Answer: Anomaly Committee is generally set up to settle the pay-anomalies arising out of implementation of recommendations of Pay Commission. Since this is not a case of implementation of Pay Commission recommendations, there arises no question to set up an Anomaly Committee.
Ques 16: How the inter-se-seniority of all those who opted for DHS would be fixed?
Answer: The matter of inter-se-seniority of all those who are appointed as part of the initial constitution of DHS shall be determined by GNCT, Delhi.
Ques 17: Whether an officer of CHS has to resign form CHS before joining DHS and if so, whether his application need to be routed through M/O Health & Family Welfare, GOI.
Answer: There is no need to resign from CHS. Once a CHS officer has opted for DHS, he would be deemed to have severed all connections with CHS and shall automatically be treated as having resigned from CHS technically. He need not require to submit any application to Ministry of Health & Family Welfare in this regard.
Ques 18: Whether the CHS has so many vacancies to accommodate the CHS officers reverting from GNCT, Delhi?
Answer: This will depend upon the number of officers who would like to remain in CHS.
Ques 19: Is it necessary for a CHS officer to route his/her application and bio-data for availing option through MOH &FW, GOI which is his cadre controlling authority?
Answer: No. It is not necessary for any CHS officer to route his/her application and bio-data for availing option through MOH &FW, GOI which is his cadre controlling authority. He/She can send his option directly to GNCT, Delhi.
Ques 20: What shall be effect for adoption in DHS to persons who have pending service related court cases.
Answer: The liability on this account shall be inherited by GNCT, Delhi.

GBM on 11-4-07 at 4PM at IMA Hall

DADWA had its GBM on 11-4-07 at 4PM at IMA Hall. Upon learning that the H&FW Dept. is going to form a committee to formulate service conditions of DADWA, it decided options would not be submitted till service conditions are notified and that each member of CHS would write to the Pr. Secretary (H) in this regard. Among other things, the GBM also agreed to the constitutional amends to make DADWA a broad-base body to represent all health institutions under GNCTD.

Members are aware that the last date for submitting the option for joining DHS is 15-4-07. DADWA is holding a GBM on Wednesday, April 11, 2007 at 4:00 PM at IMA Hall, IP Estate to inform the members of the latest development and advise the members accordingly.

It may be noted that 15-4-07 being a Holiday the last date stands extended to 16-4-07 automatically.

Further, the members might have gone through the minutes of the meeting of DADWA issued by teh Dy. Secretary (H) on 26-3-07. It may be noted that the GNCTD is committed to provide the service conditions to the CHS officers before 15-4-07 so that they can exercise their options with proper information. DADWA has requested the HM to issue appropriate directions in this regard. The Principal Secretary (H) has again taken some initiatives in this regard. GBM would be informed the details on 11-4-07

I am a member of Central Health Service posted under GNCTD.
With reference to above said notice dated 2-2-07 and corrigendum thereof, I hereby state that I am awaiting declaration of terms and conditions of the Delhi Health Service by the H&FW Dept. of GNCTD before I exercise my option to join Delhi Health Service. I have learnt that the H&FW Dept. is going to formulate the R/R, terms and conditions of Delhi Health Service (DHS) in consultation with UPSC. I have also written a letter to my present cadre controlling authority viz. GOI MOHFW in this regard.


I understand that in a meeting with Delhi Administration Doctors' Welfare Association on 1-3-07, the H&FW Dept., among many other things, decided to make the terms and conditions of Delhi Health Service similar to that of Central Health Service. Consequently, the last date for submission of options was extended from 15-3-07 to 15-4-07 so as to make the said terms available to members of CHS like me before they exercise option to join Delhi Health Service.


In view of the said letter dated 26-3-07 of the DS (H), I believe requisite action is being taken. But, as 15-4-07 is fast approaching, I request you to provide me details of the terms and conditions of the DHS including Cadre-structure, identification of posts, recruitment rules, promotional avenues, career growth, pension and other benefits so that I am able to exercise my option to join DHS. NEWS LETTER

Dear Friends.

JACSDO is back in this News Letter after a period of six months.

The three vital issues are pending in front of us

    1. Recommendations of Javed Choudhry Committee
    2. Cadre Review of Central Health Service
    3. VIth Central Pay Commission.

All of you are aware of that the two vital recommendations of Javed Choudhry Committee Report are under process and is in advance stage of implementation.

In this regard we want to inform you that two vital recommendations are (i) enhancement of retirement age of all CHS officers to 62 years (ii) to release stagnation at NFSG scale and put to SAG scale to those who have completed five years in NGSG scale till 31st March, 2006. The retirement age in respect of Specialist Sub Cadre has already been implemented and also the same will be extended to GDMO Sub Cadre very soon as it is in the advance stage of implementation. Regarding promotion to SAG scale for the incumbents who are stagnating at NFSG scale for more than five years till 31st March, 2006 is also in advance stage of implementation as necessary procedural formalities are being completed.

The other recommendations of Javed Choudhry Committee report is being pursued with VIth Central Pay Commission.

Our Association has prepared the document for VIth CPC on holistic manner and submitted to the Commission. We had audience with the Chairman and other Members of the VIth CPC on 14th Jan. 2007 where all issues were presented in a logistic manner.

Out of several proposals submitted to VIth Pay Commission we have pinpointed two vital proposals e.g. (i) to put to SAG scale on 9th year of service and 16th year of service for Specialist and GDMO sub cadre respectively. (ii) To upgrade, 50% of existing SAG posts of Central Health Service is also going on and we hope it will be finalized at the feedback from the different participating units of CHS. We also appeal to all the Head of the Department of the participating units to reply to the Ministry of Health & Family Welfare which they have asked from the different organizations in a format regarding cadre structure and its proposal. Recently the DPC is conducted for 25 posts of Professor/ Director of teaching Sub Cadre and 108 posts of SAG of GDMO Sub Cadre. The order of promotion is expected to be issued within one month. The DPC for posts of Consultant for non-teaching Sub cadre and 12 posts of Additional DGHS for four sub cadre of CHS is still pending and JACSDO is pursuing with the Ministry of Health & Family Welfare & UPSC for fixing the date of DPC at the earliest.

JACSDO is running short of funds and every activity of the Association is cost effective. We appeal to all of you to contribute @ Rs.1000/- per head in the name of JACSDO New Delhi" at the earliest so that we can pursue all the issues vigorously.

Need to make a representation by all members to the GOI MOHFW regarding the advertisement of GNCTD about Delhi health Service

A General Body Meeting of DADWA is being held on Sunday 25th March 2007 at 2 PM at IMA Hall to discuss the various developments since the last GBM held on 6-3-07. A number of queries were being received by the steering committee of DADWA regarding the need to make a representation by all members to the GOI MOHFW regarding the advertisement of GNCTD about Delhi health Service. The Govt. of NCT of Delhi vide its OM dated 18-12-06 has notified formation of “Delhi Health Service (DHS)”. Subsequently on 2-2-07 it issued a notice in ‘The Times of India’ followed by its corrigendum on 15-3-07 wherein ‘option’ has been sought from members of Central Health Service as to whether they wish to join DHS or remain in CHS. D.H.S. as per the said notice is a new group ‘A’ service with similar terms and conditions as that of Central Health Service and that if I do not opt before 15-4-07, I would be reverted back to CHS. I am given to understand that GNCTD has taken this decision in consultation with M.O.H.F.W. and the advertisement dated 2-2-07 was released after approval of MOHFW (CHS).

In the light of above, I request you to,

  1. Send me a copy of the terms and conditions of “Delhi Health Service” as approved by the GOI MOHFW either by post or by email at the earliest.
  2. Allow me to maintain lien with by parent cadre for the time being till I finally get absorbed in the Delhi Health Service, if I choose to do so in the light of service conditions of DHS.
  3. Guide me if I need to resign from CHS before I join the Delhi Health Service and whether my application should be routed through MOHFW GOI in case I respond to the said advertisement.
  4. Please advise: If I do not opt for the “Delhi Health Service”, and choose to remain in CHS,
    1. What would its possible impact on my service, pay, place of posting and career progression etc. since cadre posts of CHS under GNCTD would no more be there as these stand de-cadred as per OM dated 18-12-07 of GNCTD, thereby reducing the cadre strength of CHS?
    2. How many CHScadre posts at various levels would be available in Delhi?

Sir, the above notice has added uncertainty and is a source of anxiety for me. Last date is near and terms and conditions of “Delhi Health Service” are not yet known to me. Please provide me the above information at the earliest and also take up matter with GNCTD so that option is not forced on me till conditions of the said service duly notified.

Option for CHS Officers

Option for CHS Officers

Before deciding the option, one should consider the following points:

  1. CHS service is going to be All India Service.
  2. Age of superannuation for CHS Officers in CHS Cadre is going to be 62.
  3. CMO (NFSG) with five years service on 31 3 2006 are going to be promoted to SAG as a one time measure.
  4. Place of posting will be undecided if opted for CHS cadre.
  5. At present more than 700 CHS officers are in Delhi Administration. If All opted for CHS than CHS officers may be declared as surplus.
  6. Around 114 officers are going to be promoted to SAG very soon.

Suggestions

  • With reference to point 2 above:- Officers going to retire soon may opt for CHS
  • With reference to point 3 above:- Officers may opt for CHS
  • With reference to point 6 above:- Officers may opt for CHS
  • Lady Officers may decide after considering their domestic responsibilities.
  • Officers other than above may opt for DHS

            This department's public notice dated 02.2.07 appearing in "The Times of India" and "The Hindu" on 2.2.07 stands amended as below:

 

  1. The phrase "Broadly speaking, the terms and conditions of the service for the members of the new service shall be similar to that of other Group "A" service of the Government of the NCT of Delhi" stands modified as "Broadly speaking the terms and conditions of the service for the members of the new Group 'A' service shall be similar to those of Central Health Service of the Govt. of India."

 

  1. The last date of submission of option by all eligible officers stands extended to 15.4.07

 

  1. The following substitutes the last para,

"All concerned may please note that,

1.       The terms and conditions of appointment to the Delhi Health Service shall be governed by such service regulations as framed by the Govt. of NCT of Delhi in consultation with the U.P.S.C.

2.       The matter of inter-se seniority of all those who are appointed as part of the initial constitution of Delhi Health Service shall be determined by the GNCTD in consultation with the U.P.S.C.

3.       A Committee with representative from GOI will be formed to oversee the smooth transfer of the members of the CHS to Delhi Health Service.

4.       In case option is not received by the stipulated date from any officer, it would be presumed that he/she intends to remain with C.H.S.

 

  1. The application should be addressed to the Special Secretary (Health & FW), GNCTD, Level 9, Delhi Secretariat, New Delhi-110002. An advance copy should be sent to him directly and one through proper channel complete with bio data from the office where working/posted.

 

  1. The text of the application stands modified as,

"Reference department of Health & Family Welfare GNCTD O.M. No.F.70/49/2006/H&FW/SSHFW/463-475 dated 18.12.06, I hereby seek appointment to the Delhi Health Service as a part of its initial constitution. For this purpose, I am enclosing my bio-data in the prescribed format as per terms of the notice dated 2-2-07 and corrigendum thereof, for further necessary action at your end."

 

  1. In clause no.9 of the bio-data, copy of the appointment order along with notification and UPSC recommendation, to be submitted.

Date of submission of option by CHS officers postponed till 15-4-2007.

This message was received from Dr. vijay Rai today.


" D.A.D.W.A. met the Health Minister of Delhi on 1-3-07 in presence of Pr. Secretary (H&FW) and the Special Secretary (H&FW) GNCTD. It was decided to postpone the last date of submission of option by CHS officers till 15-4-2007. The new group 'A' service was stated to be "similar to CHS" and that the same would be notified through a public notice shortly.

Lt Governor B L Joshi has cleared the proposal of setting up a separate Delhi Health Service (DHS) for medical practitioners under the allopathic system of medicine, Delhi Health Minister Yoganand Shastri said today.

Mr. Shastri said the formation process of the Delhi Health Service regulations with UPSC will be initiated soon.

The new service will cover all the civil posts of medical practitioners under the allopathic system of medicine that are currently borne on the strength of the Government of the Delhi and are being paid from the Consolidated Fund of Delhi, he added.

The Health Minister said during the intervening period, the members of the Central Health Service shall be subject to disciplinary control of the Lieutenant Governor of Delhi.

Dr Shastri said the Department of Health and Family Welfare has been directed to take steps, including holding of consultation with the UPSC either for the purposes of framing of the service regulations and seeking assessment of the suitability of persons to be appointed under initial constitution.

MEMORANDUM

SUB: PROPOSED DELHI HEALTH SERVICE

Members of this Delhi Administration Doctors’ Welfare Association (DADWA) are professionals working in various capacities in the health institutions of Delhi Government. In a meeting held on Tuesday, 9th Jan. 2007 at DMA Hall, Delhi, they decided to convey their concern and suggestions to the concerned authorities of the government regarding the recently announced Delhi Health Service as below:

1. Members of this body are the key stake holders of the Public Health System in various capacities viz. medical professionals, healthcare service providers, clinicians, leaders of the healthcare team, health-planners, health administrators, supervisors, trainers, teachers and researchers.

2. The members feel that the model of proposed Delhi Health Service has not been subjected to sufficient consultations with all stake- holders, before its finalization and most of them remain unaware about the details.

3. Therefore, the members request the concerned authorities of Govt. of NCT of Delhi to

3.1 Provide a copy of the draft of the proposed Delhi Health Service, complete with Recruitment Rules, proposed pay scales and promotional avenues etc. to all departments/institutions under H&FW Dept. of GNCTD and to all associations of service doctors, including DADWA. It may also be made available on the official website of Delhi Government as well followed by consultations with stake holders.

3.2 It is also learnt that members of Central Health Service (CHS) working under Delhi Govt. would be asked to give their option whether to join the proposed service. Members request that sufficient time should be given to them and to their associations to file their observations/ suggestions/ comments, before option is sought from them after finalizing the cadre-structure and making it available to them.
3.3 The proposed service structure should be at par with that of the CHS but without distortions that have crept in viz. several seniority queues in the same cadre. Members of the new service should be among the best of group ‘A’ services and recommendations of the VI Central Finance Pay Commission and subsequent ones should become applicable to the proposed Delhi Health Service as well.
3.4 Guidelines as contained in the monograph of Department of Personnel and Training (D.O.P.T.) GOI or other such similar documents should be referred to so that the structure of the proposed model is one of the best in the country and able to draw the best doctors to its fold.
3.5 The model should be fair to all doctors belonging to all component sub-cadres of the service. It should allow reasonable growth, career progression and horizontal movement within the cadre depending on skills, experience and qualification.
3.6 There should be adequate reserves viz. deputation, leave and training reserves in the proposed service so that the members can upgrade their skills and qualification including P.G. degree/diploma. There should be a proper and organized induction training and regular in-service training for all members of the service.
3.7 The present manpower management system of Dept. of Health & Family Welfare of GNCTD for handling medical personnel is neither modern nor equipped to undertake the task professionally. This department should be strengthened with a ‘H.R.D. wing’ with qualified professionals, linked to each department of the H&FW Department of GNCTD.
3.8 The cadre control should be in the hands of a statutory body of the Govt. directly under the Principal Secretary (H&FW) consisting of medical professionals, doctors’ associations and a qualified HRD professional. This body should undertake annual cadre reviews and have proper infrastructure at its disposal for carrying out its tasks.
3.9 The members request the Govt. to draw up a road-map to undertake above tasks in a time bound fashion.
