Cabinet to form Capital's Health Service

Battling a shortage of doctors in the government hospitals, the Delhi Cabinet on Monday decided to form its own Health Service.

With the creation of its own Health Service, decks have been cleared for appointment of new doctors in the city hospitals and regularisation of those who have been working on an ad hoc basis for the last several years.

The initial constitution of the service will provide for appointment by transfer from Central Health Service and by transfer from amongst those who have been appointed by the Government of Delhi on contract basis on or before April 10, 2006.

The state government has 1174 sanctioned posts of General Duty Medical officers (GDMOs), 410 Non-Teaching Specialists, 349 Teaching Specialists and 4 Public Health Specialists. Even after making contract appointments against ex-cadre posts, the department is short of 238 GDMOs and 53 Non-Teaching Specialists.

“Uncertainty over the fate of the contract appointments and declining supply of manpower is adversely affecting the quality of health service,” the Cabinet note on the issue said. It said the newly opened hospitals do not have sufficient doctors to man the service resulting in patient dissatisfaction.

Officials in the Health Department said a specific cadre for Delhi would relieve the central government of the responsibility of servicing the requirements of the Delhi government. Presently, there are 24 government hospitals in the city while four are under construction.

New Delhi, December 19: The Delhi Government’s proposal to institute a health cadre of its own has received the Lt Governor’s nod. The proposal was notified yesterday. The proposal involves setting up of a separate Delhi Health Service under the allopathic system of medicine within the city.

Delhi Health Minister Dr Yoganand Shastri today said the process of formation of Delhi Health Service regulations with UPSC will be initiated soon. The new service will cover all civil posts of medical practitioners “that are currently borne on the strength of the Government of the Delhi and are being paid from the Consolidated Fund of Delhi’.’

Till the time the separate health cadre is set up, the members of the Central Health Service who are currently being paid from the consolidated fund of Delhi under the existing arrangement with the Centre will be subject to disciplinary control of the Lt. Governor of Delhi, said the minister. The members of the Central Health Services will also be liable to work on any post to which they are posted by the competent authority in the Delhi Government and will be entiltled to their existing grade pay.

Dr Shastri said the Department of Health and Family Welfare has been directed to take consequential steps, including holding of consultation with the UPSC for the framing of the service regulations and seeking assessment of the suitability of persons to be appointed under the initial constitution.

“The most important thing with the separate health cadre is that we will be recruiting our own general practitioners as well as specialists although it will be through the UPSC. What this essentially means is that the large number of vacancies in doctors posts will be filled,’’said senior health officials in the Delhi Government today


Delhi Government move draws doctors' ire

In a move that has drawn severe criticism from physicians, the Delhi Government has asked its doctors working on deputation with the Central Government to now select the service they want to remain with.

In an announcement affecting over 1,500 doctors in Delhi, the State Health and Family Welfare Department said: "All members of the Central Health Service working under the Delhi Government are being informed that the State Government has decided to pull out its pool of civil posts of doctors. It will also constitute a new Group `A' civil service know as the `Delhi Health Service' for all Allopathic doctors."

"The Government has accordingly decided to seek options from the existing members of the Central Health Service as to whether anyone of them would like to be considered for appointment to the new service. Broadly speaking, the terms and conditions of the service for the members shall be similar to that of other Group `A' service of the Government of Delhi," said a senior health official.

Members of the Delhi Administration Doctors' Welfare Association meanwhile have criticised this latest move stating that the proposed model of the Delhi Health Service had not been subjected to sufficient consultation with all stakeholders before its finalisation and most of the physicians continue to remain unaware about the details of the model.

"We have been instructed that doctors who are interested for being considered for the appointment to the new service may please put in their request by March 15. We have also been informed that in case option is not received by the stipulated date from any officer it will be presumed that he/she intends to remain in Central Health Service. Doctors with the Central Health Service are liable to be posted anywhere in India. We want details about how this latest move will affect our career growth that is not clear," said Delhi Administration Doctors' Welfare Association chairman Dr. Chander Kant.

Association convener Dr. Vijay Rai said: "We are not opposing the model. However, it should be fair to all doctors belonging to all component sub-cadres of the service. It should allow reasonable growth, career progression and horizontal movement within the cadre depending on skills, experiences and qualification
