CORRIGENDUM TO IMPORTANT NOTICE APPEARING

IN THE HINDU AND THE TIMES OF INDIA ON FEB.02, 2007

 

FOR THE INFORMATION OF THE

MEMBERS OF CENTRAL HEALTH SERVICE

 

            This department's public notice dated 02.2.07 appearing in "The Times of India" and "The Hindu" on 2.2.07 stands amended as below:

 

1. The phrase "Broadly speaking, the terms and conditions of the service for the members of the new service shall be similar to that of other Group "A" service of the Government of the NCT of Delhi" stands modified as "Broadly speaking the terms and conditions of the service for the members of the new Group 'A' service shall be similar to those of Central Health Service of the Govt. of India."

 

2. The last date of submission of option by all eligible officers stands extended to 15.4.07

 

3. The following substitutes the last para,

"All concerned may please note that,

1.       The terms and conditions of appointment to the Delhi Health Service shall be governed by such service regulations as framed by the Govt. of NCT of Delhi in consultation with the U.P.S.C.

2.       The matter of inter-se seniority of all those who are appointed as part of the initial constitution of Delhi Health Service shall be determined by the GNCTD in consultation with the U.P.S.C.

3.       A Committee with representative from GOI will be formed to oversee the smooth transfer of the members of the CHS to Delhi Health Service.

4.       In case option is not received by the stipulated date from any officer, it would be presumed that he/she intends to remain with C.H.S.

 

4. The application should be addressed to the Special Secretary (Health & FW), GNCTD, Level 9, Delhi Secretariat, New Delhi-110002. An advance copy should be sent to him directly and one through proper channel complete with bio data from the office where working/posted.

 

5. The text of the application stands modified as,

"Reference department of Health & Family Welfare GNCTD O.M. No.F.70/49/2006/H&FW/SSHFW/463-475 dated 18.12.06, I hereby seek appointment to the Delhi Health Service as a part of its initial constitution. For this purpose, I am enclosing my bio-data in the prescribed format as per terms of the notice dated 2-2-07 and corrigendum thereof, for further necessary action at your end."

 

6. In clause no.9 of the bio-data, copy of the appointment order along with notification and UPSC recommendation, to be submitted.

 

7. The office where the officer is posted would forward the application after verification of the details provided as per records of service. There would be no need

" D.A.D.W.A. met the Health Minister of Delhi on 1-3-07 in presence of Pr. Secretary (H&FW) and the Special Secretary (H&FW) GNCTD. It was decided to postpone the last date of submission of option by CHS officers till 15-4-2007. The new group 'A' service was stated to be "similar to CHS" and that the same would be notified through a public notice shortly.

Lt Governor B L Joshi has cleared the proposal of setting up a separate Delhi Health Service (DHS) for medical practitioners under the allopathic system of medicine, Delhi Health Minister Yoganand Shastri said today.

Mr. Shastri said the formation process of the Delhi Health Service regulations with UPSC will be initiated soon.

The new service will cover all the civil posts of medical practitioners under the allopathic system of medicine that are currently borne on the strength of the Government of the Delhi and are being paid from the Consolidated Fund of Delhi, he added.

The Health Minister said during the intervening period, the members of the Central Health Service shall be subject to disciplinary control of the Lieutenant Governor of Delhi.

Dr Shastri said the Department of Health and Family Welfare has been directed to take steps, including holding of consultation with the UPSC either for the purposes of framing of the service regulations and seeking assessment of the suitability of persons to be appointed under initial constitution.

I received the views from the secretaryof D.A.D.W.A. on the new Delhi Health Service. It seems more an attempt to regularize the ad-hoc appointees that the GNCTD has kept since 1996.

MEMORANDUM

SUB: PROPOSED DELHI HEALTH SERVICE

Members of this Delhi Administration Doctors’ Welfare Association (DADWA) are professionals working in various capacities in the health institutions of Delhi Government. In a meeting held on Tuesday, 9th Jan. 2007 at DMA Hall, Delhi, they decided to convey their concern and suggestions to the concerned authorities of the government regarding the recently announced Delhi Health Service as below:

1. Members of this body are the key stake holders of the Public Health System in various capacities viz. medical professionals, healthcare service providers, clinicians, leaders of the healthcare team, health-planners, health administrators, supervisors, trainers, teachers and researchers.

2. The members feel that the model of proposed Delhi Health Service has not been subjected to sufficient consultations with all stake- holders, before its finalization and most of them remain unaware about the details.

3. Therefore, the members request the concerned authorities of Govt. of NCT of Delhi to

3.1 Provide a copy of the draft of the proposed Delhi Health Service, complete with Recruitment Rules, proposed pay scales and promotional avenues etc. to all departments/institutions under H&FW Dept. of GNCTD and to all associations of service doctors, including DADWA. It may also be made available on the official website of Delhi Government as well followed by consultations with stake holders.

3.2 It is also learnt that members of Central Health Service (CHS) working under Delhi Govt. would be asked to give their option whether to join the proposed service. Members request that sufficient time should be given to them and to their associations to file their observations/ suggestions/ comments, before option is sought from them after finalizing the cadre-structure and making it available to them.
3.3 The proposed service structure should be at par with that of the CHS but without distortions that have crept in viz. several seniority queues in the same cadre. Members of the new service should be among the best of group ‘A’ services and recommendations of the VI Central Finance Pay Commission and subsequent ones should become applicable to the proposed Delhi Health Service as well.
3.4 Guidelines as contained in the monograph of Department of Personnel and Training (D.O.P.T.) GOI or other such similar documents should be referred to so that the structure of the proposed model is one of the best in the country and able to draw the best doctors to its fold.
3.5 The model should be fair to all doctors belonging to all component sub-cadres of the service. It should allow reasonable growth, career progression and horizontal movement within the cadre depending on skills, experience and qualification.
3.6 There should be adequate reserves viz. deputation, leave and training reserves in the proposed service so that the members can upgrade their skills and qualification including P.G. degree/diploma. There should be a proper and organized induction training and regular in-service training for all members of the service.
3.7 The present manpower management system of Dept. of Health & Family Welfare of GNCTD for handling medical personnel is neither modern nor equipped to undertake the task professionally. This department should be strengthened with a ‘H.R.D. wing’ with qualified professionals, linked to each department of the H&FW Department of GNCTD.
3.8 The cadre control should be in the hands of a statutory body of the Govt. directly under the Principal Secretary (H&FW) consisting of medical professionals, doctors’ associations and a qualified HRD professional. This body should undertake annual cadre reviews and have proper infrastructure at its disposal for carrying out its tasks.
3.9 The members request the Govt. to draw up a road-map to undertake above tasks in a time bound fashion.

B. Non Practicing Allowance (NPA)

CHS officers are granted Non Practicing Allowance at the rate of 25% of

basic pay subject to condition that pay plus Non Practicing Allowance does not exceed

Rs.29500/-p.m. vide this Ministry’s letter No. A.45011/11/97-CHS V dated 7.4.98. Non

Practicing Allowance is treated as Pay for all service matters. In other words it is taken

into account for computation of D.A., entitlement of T.A./D.A. and other allowances as

well as for calculation of retirement benefits in terms of letter No. A.27023/1/87-CHS V

dated 22.9.1987.

C. Conveyance Allowance

CHS officers working in hospitals, CGHS dispensaries and some institute e.g. Central

Research Institute, Kasauli, National Institute of Communicable Diseases etc. are granted

Conveyance Allowances for attending hospitals outside duty hours, paying domiciliary

visits, collecting samples and visiting field centres and for performing other official

duties respectively, at the following rates:

For those who maintain own Motor Car Rs.1650/- p.m.

For those who maintain own Scooter/ Motorcycle Rs. 540/- p.m.

For those who do not maintain either Car or Motorcycle/ Rs. 450/- p.m.

D. Annual Allowance

With a view to encourage academic and research pursuits, CHS officers are

granted Annual Allowance at the following rates:

(i) For Teaching, Non-Teaching, Public Health

and GDMOs having recognised PG qualification Rs. 500/- p.m.

(ii) For GDMOs without PG qualification Rs. 300/- p.m.

E. Post Graduate Allowance

A medical graduate appointed to the post of Medical Officer or Senior

Medical Officer including Chief Medical officer (Non-Functional Selection Grade) for

which possession of a recognised post graduate qualification is not essential, are given

over and above the pay admissible in the relevant scale, Post-Graduate allowance of

Rs.300/- per month or 500/- per month, as the case may be, for possessing recognized

Post-Graduate Diploma(s) or Post graduate degree respectively vide order No.

A.45012/13/97-CHS V dated 5.10.98. This allowance is however, not admissible to

deputationist.

F. Residential Telephone

Vide Order No. Z.16023/2/95-CHS V dated 26.3.98 and 2.12.98, CHS officers in

the scale of pay of Rs. 12000-16500 and above and 25% of officers working below the

scale of pay of Rs. 12000-16500 are eligible for grant of residential telephone on

functional basis.

G. Reimbursement of Newspaper

In terms of letter No. Z.16023/2/95-CHS V dated 24.7.98 CHS officers are

entitled to reimbursement of cost of Newspaper purchased by them at their residence in

the following manner:

Apart from the above mentioned allowances, CHS officers are granted all other

allowances which are admissible to Central Govt. employees.

NON-MEDICAL SCIENTISTS

During the year, 29 Group ‘A’ Non-Medical Scientists were promoted to

various scientist levels. A proposal for grant of In-situ promotion in respect of 42

officers (scientist level II to IV ) has been forwarded to the UPSC for holding the DPC.

A proposal for In-situ promotion of 5 officers to the grade of Scientists –V level (Rs.

18400-500-22400) was also forwarded to the Union Public Service Commission for

holding the DPC.

DENTAL POSTS:-

Non-Functional Selection Grade was introduced in the grade of Dental Surgeons

and three Staff Surgeons were placed in Non-Functional Selection Grade. Another three

Dental Surgeons will be placed in Non-Functional Selection Grade soon.

CENTRAL HEALTH SERVICE

Although the Central Health Service(CHS) Rules were notified in the year 1959, the

Central Health Service was actually constituted after notification of CHS Rules, 1963 in the

year 1963. It was constituted with a view to manage various medical posts under the

Central Government, Union Territories and certain other organizations. The Service was

declared a Group ‘A’ Central Service in 1973. It was restructured in 1982 and divided into

four sub cadres viz. Teaching Specialists, Non Teaching Specialists, Public Health

Specialists and General Duty Medical Officer. Since its inception, a number of participating

units like ESIC, NDMC, MCD, Himachal Pradesh, Manipur, Tripura and Goa etc. having

formed their own cadres, have gone out of this service. Presently it provides medical

manpower to various participating units like Directorate General of Health Services,

Central Government Health Scheme, Government of NCT of Delhi, Department of Labour,

Department of Posts and Assam Rifles etc.. However, recently Ministry of Labour (

Labour Welfare Organization) and Assam Rifles under Ministry of Home affairs have also

opted out of Central Health Service partially. Simultaneously, some of the participating

units like Central Government Health Scheme have expanded significantly. The Central

Health Service is now governed by Central Health Service Rules, 1996 and the present

strength of each sub-cadre is as under:-

I. General Duty Medical Officer sub-cadre - 3139

ii) Teaching Specialists sub-cadre - 638

iii) Non-Teaching Specialists sub-cadre - 780

iv) Public Health Specialists sub-cadre - 078

In addition there are 13 posts in the Higher Administrative Grade, which are common to all

the four sub cadres.

Being a Group ‘A’ Service, all recruitment to CHS is done through Union Public Service

Commission. Recruitment to posts of General Duty Medical Officer sub cadre is made on

the basis of result of Combined Medical Service Examination, which is conducted by UPSC

every year. For posts of other sub cadres, candidates are selected by the UPSC on the basis

of their interview. Generally the entry levels in the four sub cadres are as under;

(a) Teaching sub cadre

(i) Super Speciality -- Associate Professor.

(ii) Other than Super Speciality -- Assistant Professor

(b) Non Teaching sub cadre -- Specialist Grade II

(c) Public Health sub cadre -- Specialist Grade II

(d) General Duty Medical Officer sub cadre -- Medical Officer
